Domestic Worker Wages: WPS Compliance & Gratuity Calculation
A practical guide to mandatory Wages Protection System (WPS) registration, electronic payroll cards, proof of salary, and statutory end-of-service gratuity.
The Wages Protection System (WPS) for Domestic Staff
The UAE Ministry of Human Resources and Emiratisation has integrated domestic workers into the national Wages Protection System (WPS). Employers are mandated to transfer domestic worker salaries electronically via accredited banks, licensed exchange houses, or central bank-approved payroll platforms. This eliminates cash disputes, provides tamper-proof documentation of salary payment, and protects sponsors against unfounded claims of unpaid wages.
How to Enroll and Issue a Domestic Worker Payroll Card
Setting up WPS is straightforward: (1) Visit an authorized UAE exchange house or banking partner (such as Al Ansari Exchange, Lulu Exchange, or participating UAE banks), (2) Present the sponsor's Emirates ID and the domestic worker's passport and labor contract, (3) Register the worker to receive an electronic salary debit card (e-payroll card) free of charge, and (4) Transfer the contractual salary on or before the due date each month.
Salary Payment Deadlines and Record-Keeping
Wages must be disbursed within 10 days of the agreed due date each calendar month. Cash payments without signed receipts or unauthorized third-party transfers are not recognized as proof of payment during legal dispute proceedings. Under Article 15 of Federal Decree-Law No. 9 of 2022, failure to disburse wages through approved channels exposes the sponsor to administrative blocks on domestic visa permits.
End-of-Service Gratuity Calculation Formula
Domestic workers who complete one or more years of continuous service are legally entitled to an end-of-service gratuity upon contract conclusion. Under UAE law, gratuity is calculated as: 14 calendar days of basic wage for each completed year of continuous employment. For fractions of a year, gratuity is calculated on a pro-rata basis, provided the worker has completed at least one full year of service.
Sample Gratuity Calculation Scenario
If a domestic helper earns a basic wage of AED 1,500 per month and successfully completes a 2-year contract (24 months): Daily basic wage = AED 1,500 / 30 days = AED 50 per day. Gratuity per year = 14 days × AED 50 = AED 700. Total gratuity for 2 years of service = AED 1,400. This amount must be paid directly to the employee alongside any outstanding leave pay before departure or upon visa cancellation.
